Unlicensed users showing under 'Enabled Users'

We're setting up a new Dynamics instance on our 365 domain and for some reason there are already users showing in Dynamics as 'Enabled Users', even though they don't have a Dynamics license applied to them.

Why would this happen? They have other licenses, but not a Dynamics one, so I would expect them to either show under Disabled Users or not at all....

I have tried applying and then removing a dynamics license to some of these users to see if that shifts them into the Disabled Users list, but they are still 'Enabled'

Any ideas?

    I haven't seen this recently, but have before.  One thing you can try doing is creating a Security Group in Office 365 add the users that you want in CRM to that group and then add the Security Group against your Dynamics 365 Instance (this should deactivate those users that are not in the Security Group) - you also use the same thing for having a subset of users in a TST or Dev environment.
