Can the owner of a workgroup overrule the owner of a contact within that workgroup

User A is the Owner of a workgroup X.

User A is the Account manager/owner of Contact Y within workgroup X.

User B has been made the Owner of workgroup X, but Contact Y still has User A as the account manager. 

Can User B change the Account manager of Contacts within workgroup X such as contact Y to themselves ?
