Missing privileges error while sending email

One of the D365 users were facing the below error while sending email. This was not replicable later and seems like an intermittent error. What could be the potential reason for it?
 
{5}{2}(Id = {3}) is missing {0} privilege on {1} entity(OTC={4}). Consider adding missing privilege to one of the {5}{2} roles for the request to succeed.
