Make To Stock Config SuperBOM Still Creates Manufacturing Order

According to all documentation I can find when a configured superbom's Fulfillment is set to Make to Stock a Manufacturing Order will not be created when entered on a Sales Order.

I changed an existing Configured Superbom Fulfillment flag to Make to Stock but a MO is still being created automatically when entered on a SO.

What am I missing? Thanks
