If you want to make the fields highlighted mandatory then you need a system modification, just as Satish described.
However, do you really want to waste money for something that is just 'nice to have'?
I say 'nice to have' because
(a) If users forget entering an item group and unit, they won't be able to record a transaction for the item and will immediately run into an error message
(b) The findims can be defaulted by the financial dimension defaulting rules that you can setup in GL.
Also think about item templates that you can define and that automatically default those values.
If you fully use those standard tools, I believe that you can save the costs and time for making a system modification.
