Find Auto Costs & Create New Voyage Buttons Not Available on Purchase Order

User has Buying Agent and Landed Costs roles but when they go to a PO under the Purchase action tab under Landed Costs, they do not see Find Auto Costs or Create New Voyage.

Does anyone know which security role is required to see this on the Purchase Order action bar. other than System Administrator?

Found the two links require the privilege maintain voyage details menu item action ITMFINDAUTOCOSTS
