D365 Multi-Site MRP... many-to-many

Looking to understand if D365 MRP can be configured for a many-to-many multi-site scenario.  For example, we have 5 sites (each with say 3 warehouses); three of the sites can produce the same item and the same item can be on hand at any combination of the 15 warehouses.  We want to run MRP such that it considers SOH at all warehouses before telling one particular site to produce new stock.  The multi-site approach I've been shown only allows for any particular warehouse to be setup to produce or transfer and, if transfer, only on a one-to-one basis (eg. replenishment must come from one other wh only).  Sure, we could run MRP on this basis and manually change after the fact... but the whole point of a smart MRP system is to avoid manually changing thousands of rows, no?
Thanks for any advice in advance.
