Create "Template" User for Security Roles

Hey Folks, looking to create a user that I can clone roles from. I know I can go through the rigmarole of boiling down security permissions to an AD group but I don't have a lot of time. is there a way to create a user without needing to pay a license just so that user can serve as a template for security roles?
