Dynamics 365 Marketing is a subscription service that is billed monthly and sets organization-level quotas for the maximum number of Marketing contact records and monthly outbound interactions that you can send. Other quotas may also apply. You can always upgrade your subscription if you need higher quotas.

I got Dynamic 365 CRM through partner program.
No email quota in the program?
You can see there is a warring said I use all credit. But there is no any credit.
I used send marketing email OK. But I cant send any marketing email now.

Unexpected drop to 0 in quota is more likely related to license expiration.
