2. What is the full version number of your MR installation? There are several versions of CU16. Go to Help | About and list the full version number.
3. Have you identified slowness anywhere such as in SQL?
4. Does the environment meet the system requirements for your size of the data mart?
5. When did this issue first start happening?
6. Has this ever worked successfully?
7. What has changed recently?
8. Can the same issue be re-created in a separate environment?

And as others suggested, opening a support case for this type of issue may be needed as this issue may be specific to your environment and could require detailed troubleshooting over a remote session.
