Assignee has insufficient privileges error when Merging records

This is the error that I am getting when trying to merge a contact or account.  User has global admin security role.
X Assignee has insufficient privileges.

The selected {0} does not have sufficient privileges to be assigned records of this type. For more information, contact your system administrator.

Any suggestion of what could be causing 

this?  The error doesn't provide an option to download the log.

    I am also facing exactly similar error while merging 2 contacts:

    Primary Contact: owner has sys. admin role assigned.

    Secondary Contact: owner is disabled in the environment.

    I am not sure but, does disabled user owning a record can cause this problem ??

    Kindly advise here.

    Hi,

    you could retry by giving the owner the system admin roles and see what happens.

    I'm receiving the same error message. I have the SysAdmin role assigned and the merge continues to fail. Any updates on a solution?

    I have the same problem when merging 2 records.

    I logged in as an sysadmin and get the same error.

    The problem seems to be old records there exported from crm 2011 and imported in crm 2016 vs recently imported records into crm 2016.

    I changed the owner on this 2 records and still get the error when trying to merge them.

    Any idea's?

    That user may be owning the record, but is the user still active/has roles assigned to him/her?

    same user who owns the record and both the records being merged are active

    Which user are you assigning that merged record to as a result? Is that user active and does it have roles sufficient to own that new account (read/write on the "user" level at least, I guess)?
