We have enabled DEPARTMENT as a dimension. However it is not tied to customers, items, locations. Only meaningful default is from the USER. Is there a way to default document dimension by USER?
The Salespers./Purch. Code field is present on every sales, purchasing, and service document. It's also available in journals like the general and item journals. Its not available on Projects, Assembly Orders, and Production Orders.
Since OP mentioned customers, items and locations, I'm assuming it's required for sales documents. If that’s the case, it can definitely be used.

You can set it on the Salespers./Purch. Code as Valentin suggested, but this will only work on documents that have a Salespers./Purch. Code.
If you need to set it directly on the user, this will need to be customized.

1. In the User Setup Page, assign a Salespers./Purch. Code to each user
2. In the Salespeople/Purchasers Page, assign each salesperson/purchaser dimensions
3. When you create a sales/purchase document, the system will automatically populate the Salespers./Purch. Code tied to each user, and the dimensions tied to the Salespers./Purch. Code
You could create the user, go to user setup, and if possible relate it to a location or a responsibility center, you could get some default dimensions.
On the other hand, some custom development could be done.
