Hi Bill,
let me first let you know that NAV 4.0 is not supported on any Windows 7 version as you can see on the next Partnersource's link:
mbs.microsoft.com/.../mdnavsp1withwindows7.htm
That means that this product's version hasn't even tested on this Windows release and therefore we can't preditc how it will work.
Furthermore NAV 4.0 is not any longer supported on any of its releases (SP1, SP2, SP3) as it can be checked on the next Support lifecycle link:
support.microsoft.com/lifecycle
However and bearing all this stuff in mind you can get the latest NAV 4.0 SP3 build number from the next KB Article:
mbs2.microsoft.com/.../KBDisplay.aspx
Click on the View and Request Hotfix downloads on the upper left corner and you will be prmpted for an e-mail where to send the Hotfix.
Anyway Microsoft's official suggestion is to move to a fully supported version such as NAV 5.0 SP1 or NAV 2009 SP1/R2
