Rebate agreement validation disabled?

Hello!
 
When creating a rebate agreement without a workflow, the validation button is disabled? Any help here to understand why it is not letting me activate a rebate agreement without a workflow would be greatly appreciated.

    Hi,
     
    Based on the documentation, it appears that this is the case:
    Users can't manually approve deals. The workflow must always be used.
     
    In general, however, most of the actions that can be accomplished by a workflow can be done manually and in code.
    Unless some action in the workflow involves underlying logic that we can't touch, or data that Microsoft doesn't provide an interface to.
