pickable and non-pickable bins

We have bins in the WH (e.g., returns) that we want to set as non-pickable - the inventory in these bins should not show as part of inventory availability. There does not appear to be any place in GP to specifiy a bin as pickable or non-pickable. If this is the case, the only thing I can think of is to create a Site for all of my non-pickable bins. Any help would be appreciated.
