"Insufficient memory to continue the execution of the program." - CRM 2016 Install

This has been plaguing me for 3 days now.  No matter what I try, I cannot install Dynamics CRM 2016.

It will always crash at the validator stage with two warnings - both on the GUI and the command line.

04:01:32|  Error| Check AspNetServiceAccountCanMonitorPerfCountersValidator : Failure: Insufficient memory to continue the execution of the program.

Install is on a clean 2012_R2 server with all patches applied.

SQL Server 2014 Standard with IIS, Sharing Services, .NET 3.5, .NET 4.0 and ASP.NET all installed prior to launching SetupServer.exe.

Server is a Quad Core i7 with 16GB RAM and ample disk space.

Any pointers would be gratefully appreciated.

    I would check two things:

    1. Run Memtest on the server itself to ensure none of the sticks of RAM are bad.

    2. Run Perfmon during the install and see what's happening to memory consumption, especially building up to the crash.

    Memtest: www.memtest.org

    Perfmon: Start -> Run -> Perfmon  Then add counters (right-click -> Add Counter) related to RAM utilization (such as Memory -> Available MBytes.).

    The first one will tell you if the memory hardware is good, the second one will let you watch server performance during install.  you might have to test a few configurations on the latter, because what you're looking for is anomalies.
