System Message 6240 - Insufficient quantities exist for one or more components of this Bill of Material Assembly

I followed the instructions for the workaround in TechKnowledge article # 922417 and tried to remove all components with negative quantities, but I was unable to get rid of this message and release the production entry. Every time I recreate the production entry all the components I deleted reappear. How do I get this production entry to release?
