I just started working with D365 and would like to know that is it possible to add a new tab beside Lines and Header tab into sales order form?
Yes sure you can with a customization
You shouldn't even try to do it. It would go against the form pattern used by this form.
If you expain your business scenario to us, we should be able to show you the right way how to do it in F&O.
For example, you may want to add an extra fast tab in the form, create a fact box or a related form opened from the action pane.

I have a set of custom fields that would like to display in this new tab.
I think I should go with a new menu item to open a new form instead.
These are not tabs to hold fields. These are two different views of the form - one focusing on the header and one showing details of lines. You said that you wanted to add fields, not to add an extra view of the form, therefore these viewa aren't related to your requirement.
You can add fields to the header view, to the lines view, to both, or put them to a different form. It all depends on what field it is about and how you want to use them.
