
We are a US based company trying to create a vendor card for a vendor based in Canada.
I'm trying to figure out which Security Task I need to assigned to a user so that they can change Country Code on a Vendor Card.
When creating the Vendor, the user receives the error "You don't have security privileges to open this window. Contact your system administrator for assistance" when clicking on the Country Code Hyperlink.

There are two windows involved. You mentioned the user was clicking on the Country Code 'hyperlink', not the Country Code Lookup Button. Each of these items opens a different window. Do you want your user to be able to set up a new country code or merely select from an existing list of country codes, or both? The setup window is called the Country Code Maintenance window and is allowed under the ADMIN_COMPANY_001* task ID which is included in the ACCOUNTING MANAGER* Role ID. The Lookup window is called Country Codes and that is included in the following Roles:

AP CLERK*
AR CLERK*
BOOKKEEPER*
CERTIFIED ACCOUNTANT*
CUSTOMER SERVICE REP*
ESS EMPLOYEE MANAGER*
ESS EMPLOYEE*
ESS PURCHASE REQUESTER*
IT OPERATIONS MANAGER*
LIMITED USER - FIN*
LIMITED USER - INV*
LIMITED USER - PAYRL*
LIMITED USER - PURCH*
LIMITED USER - SALES*
OPERATIONS MANAGER*
ORDER PROCESSOR*
PAYROLL CLERK*
PURCHASING AGENT*
PURCHASING MANAGER*
SHIPPING AND RECEIVING*
WAREHOUSE MANAGER*
Because it is a Lookup Window, it is included in the DEFAULTUSER task, which is also included in each role. So, depending on what you want your user to do will determine which window(s) you open up to him or her.
