Issuing inventory beyond quantity on hand to suggest a PO

We have numerous rarely-used inventory items with a min/max of 0/0 that we don't keep on hand.  In Project Accounting, we're attempting to issue these inventory items using the Inventory Transfer window, with the desire that an allocation will be made against the item and GP will trigger Purchase Order Generator to suggest a PO if there is not sufficient quantity on hand.  This is something we do all the time in our current system.  However, the Inventory Transfer window just notifies us that there is not sufficient quantity on hand and does nothing to suggest a PO.  Is there a way to have GP suggest a PO with standard GP functionality?  If not, what would it take to modify GP to do so?  Thanks.

    Inventory Transfer does not allocate.  If the item is not serialized, lotted, or binned, it will transfer out a quantity and send the quantity on hand negative.

    SOP allocates.

    Seems it would be easier to manually create the PO than to do something to force Generator to create the PO.  What am I missing here?  Why is it necessary to have the PO Generator create the PO?
