why we can’t generate PO’s if the Ship-to Address is missing.
Secondarily, a question to ask: If the requisition does not specify a ship-to address, how can this be added by a buyer at PO generation time without going back to the requisition and all its associated workflow just to add one field?

The Ship-To Address is a required field, with the star next to it indicating it is required.
You cannot generate a PO until the requisition has a ship-to address.
