Failed to load the package GLBudgets

I have a new install of GP10 SSAS with 3 GP databases. In the SQL agent job for populating the cubes, I am getting the error below when calling the step , but only on 1 database. The error occurs on only 1 database for step Run_GL_Budgets_Master. the steps for the other 2 databases work fine.

Code: 0xC00220EB Source: Run GL Budgets Description: Error 0xC0014037. Failed to load the package "\DynamicsGPWarehouse\DynamicsGP_DynamicsGPWarehouse_GLBudgets" from SQL Server "SUS389\CHA_I2_PROD". Make sure the package exist on the SQL Server and you have the correct credential to access it. End Error Code: 0xC00220E4 Source: Run GL Budgets Description: Error 0xC0014037 while preparing to load the package. The package is encrypted with a password. The password was not specified, or is not correct.
