SharePoint Access Issue

My question concerns the SharePoint Site and content access process. I have a user experiencing issues accessing shared documents on a communications site. In troubleshooting this issue, I see that the user in question has the Site Owner and Site Member assignments. Is the member assignment required if they are an admin?
