Is it possible to configure Schedule Board view to see Projects list and under each of Project Resources? By default it shows Resources and Projects under each of Resource, so I am looking the opposite view.

OOTB not by Project, but by Bookable Resource, yes on the Schedule Board!
You can check by Project, in the Resource Reconciliation tab inside Projects. There you can see how many hours have been booked and to whom.
The Schedule Board is a control inside Dynamics 365 Project Operations.
