Has there been any eConnect Changes in the Stored Procs from GP 2013 to GP 2016?

None that I can think of.
There of course have been some fixes added to the eConnect stored procedures between GP 2013 and GP 2016, but those won't affect how you call the API.
In terms of the schema, in GP 2013 R2 we did add the following parameters to taPMDistribution, but there were some issues with them so they were removed again around GP 2015 R2.
@I_vPAYTYPE
@I_vCAMCBKID
@I_vCHAMCBID
@I_vCARDNAME
That's all I can think of at this point though.
