Stop Picking Lists if Not 100% Available

Help! We have a requirement for our business that we do NOT want to process partial shipments when the full inventory quantities aren't available. Due to our EDI provider, we need to have the picking line status as Activated to trigger the EDI provider to pick up the picking list details to create the 940. If the full quantities are available, then the process works as planned. If we have partial or no quantities available, it creates the picking list based on what is available and notifies you of any reductions of quantities on the picking list. We do NOT want this to occur. We want the picking list creation to cancel if the quantities on the orders are not 100% available for reservation. How can we do this? There has to be a way!
