Blocking Users from the HR Department in Nav 2018

How do we block employees from viewing other employee files or anything in the FR department in NAV 2018. I have checked the permissions but nothing looks like hey should even be allowed in there.

I use configuration packs to download both the permissions and permission sets (table 2000000004 and 2000000005). That allows you to really see all the permission sets that include a particular table and makes it much easier to see who has access to what once you have identified the table IDs you want to restrict.
