GP SSRS Reports not supported SQL2008 R2 Express?

Is it true that GP2010 SSRS Reports is not supported in SQL Express? It's only supported in Standard and Enterprise? I tried to run Report Tools Setup with Windows Admin account and got error " You do not have security access to this location... "

That is correct that SRS is only supported on SQL 2008 Standard and Enterprise.

The report deployment with SQL Reporting Services is only supported with SQL Server Reporting Services for SQL Server 2005 SP 2 or later Standard or Enterprise Edition, SQL Server 2008 with any service pack Standard or Enterprise Edition or SQL Server 2008 R2 with any service pack Standard or Enterprise Edition.

As far as I know, you are right. GP2010 SSRS Reports is not supported in SQL2008 R2 Express.
