Is the MS Field Service Mobile App only available to user type of resources with a valid field service mobile license?
For contact type of resources, what is the option there to use the mobile app?

The use of Field Service (Dynamics 365) mobile applications is included in the Field Service Enterprise license.

After logging into the field service you can assign appropriate security roles to users so they can use the mobile application:

When you said a contact I assume it is not an employee. If you are looking to schedule a work order for a non-user resource e.g. a subcontractor you can use the contact and send an email with the details. Maybe use the portal to let them update the details.
To use the mobile app you will need the 'full' license and use the 'Field Service - Resource' security role.
