Customer get a 90 license for IM to be used to import data from their old ERP solution. After that you would need to purchase it. If you are a partner you must be at least a Silver Partner to get keys for the Customization Suite. Otherwise, even MPN partners have to purchase it.
If you are asking about if IM is included with the Customization pack when you purchase modules you would need to contact the Sales Operations team at 1-800-456-0025.

You have to download the GP2013 Installation DVD to get Integration Manager 12. It is in the AdProd folder. There is no stand alone download.
