where is Download Certificate under Windows Azure Bus Issuer Certificate?

Every bit of documentation says to get the certificate on the Developer Resources page. There ain't no such location on that page of my sandbox. In a typically useless piece of Microsoft speak, "On a machine with the Windows Azure SDK installed,.." I have the VS 2017 "workloads". What else might I be needing?

I am working through the Azure integration sample. If I skip past the instruction to add the cert to my desktop, I get a warning from my anti-virus. But I am on 365 online. While the docs say it's for 9.x, they may be old -- it may not be necessary.
