I'm not able to create fee after creating an invoice proposal, project list is empty! any idea?

How did you create an invoice proposal? The invoice proposals for projects with and without billing rules have different creation methods.
The Project filter works only for time-and-material and milestone billing rules, because only these types of billing rules specify the project as part of the configuration. You can create an invoice proposal from the contract or the Project invoice proposals menu.
Or you can try to create fee through a fee journal - create the fee transactions and then select them on the invoice proposal. This works fine, it creates fees lines.
