different notes view

Hi, I got different notes view based on security roles, they are like the below, the bottom one should be good, I checked the security role access, they have the same access to notes, any idea why the top one got disabled?

    I believe it has every access to note, now I have to switch to system admin role, then works

    On the top one, the security roles of the user does not have rights to read or create notes.

    it is on the same entity, same form
