Error accessing Customer Portal

After installing the Customer Portal, we are unable to access the site, getting this error:

HTTP Error 403.14 - Forbidden

The Web server is configured to not list the contents of this directory.

However, if debugging in Visual Studio, the error is different.  It is User Authentication failed.

    As a followup quesetion after further troubleshooting, I believe the problem is related to user authentication in Dynamics.  I'm wondering if it is caused by our Claims Based Authentication used both internall and externally.  Is it possible the ADFS is causing the rejection?
