Voucher deleted from HQ. Now cant view previous vouchers sold only new ones after creating a new voucher.

You will need to manually change the linkage in the HQ and store database. You would have to change the [item].id field in all the entry tables, like [transactionentry] to point to your need voucher item. Also you would have to manually update your serial numbers include the numbers from the old voucher item.
OR you can restore a backup.
Also there is a deleted items log. Your voucher is possibly in there. You could restore the entry to the item table, This would fix all the linkage problems.
