Question about Dynamics Marketing Attach and Power Apps pass

Hello,

 

For example, a tenant has 10 Dynamics users and a Marketing attach, which works well. However, for new users, we’re opting for a Power Apps license. Will they be able to use the Marketing functionality with the Power Apps license?
