Adding a Product to Purchase Order requires me to associate the product to a warehouse

Why is it required to associate a product to a warehouse when the product is a non-inventory product, either a Service or Flat fee product type?

    Perhaps someone changed that field in your system to be required? I just created a new OOTB demo of FSA and It is not a required field.

    I think its because if you are doing a purchase order then you must be buying physical goods from some where? So it must be go to a warehouse. But if you don't need it to go to a warehouse then just create a default warehouse to auto-fill that field just to dump the inventory there?
