I realise this is an old question, but since it keeps popping up in Google searches, here is the answer:
You have to add NAV service user access to NAV temporary folders. This can happen if you start with Network Service user when you initially install NAV, and then later change the user to dedicated service user.
The temporary folders differ with nav version number. 2016 version is in /90/ folder, 2017 is in /100/ and so forth. Best is to add full control for service user to default folder. Default path to the folder is below.
C:\ProgramData\Microsoft\Microsoft Dynamics NAV\90\Server
The folder is hidden by default, and if the default folder is not used, you can open it by copypasting following line to file manager
%programdata%\Microsoft\Microsoft Dynamics NAV\90
Right click "Server" folder, select properties, select Security tab, click Edit button and Add in the next window. Then enter the NAV service user credentials and add "Full Control" to the user.
