Email - insert embedded image to email body from email attachment

Hi, all.

I am, working with MS Dynamics 365 On-Premises.
I have the task to update the email body code.
If - an email body contains the <img></img> tag with an url or path to image file - I need to put this image - as attachment and update the link in the mail body to the link to attachment content. To avoid hosting images at any of public servers, and to host it inside an email.

What are the ways to do this? Maybe plugin?
Is it possible?
All ideas will be helpful.
