Downloading application data for offline mode is not working in field service mobile app of power platform d365

It's not going above 99 percent.

    This sounds like atypical behavior. I would recommend filing a support ticket with Microsoft support.

    did you ever resolve this?  we're having a similar error - unable to download application data.  when the user has elevated permissions (system customizer) it does work.  we've treble checked the offline profile is done and have logged a ticket with microsoft... which is going nowhere slowly...
