Hi,
I was wondering if I can use data package to move config data from one environment to another environment?

If yes, do they have to be both on Tier 2 or above?

create your data package from source enviornment using export project and use the same while importing and this time select the import type as package
What does the "Copy into legal entity" project type feature provide?
To move data from one legal entity to another legal entity in the same instance, you can use the Copy into legal entity feature.

Like everyone's already suggesting you can use copy data into legal entity feature. Copy data into legal entity provides the feature of copying the master data, parameters & configurations from one legal entity to another. When you are using this feature, you have to see the sort criteria. You need to sort out the pre reqs for master data first & then the actual master data.
For example, for customer accounts copy project you will need to copy all the relevant elements related to customer accounts first like customer group, sale tax group etc.
