Only one account should be allowed for one Aadhaar number using plugins

What help do you need?
Have you started written code?
You should register your plugin on Account create Pre validation stage.
Check if account already exist with Adhaar number using fetch XML OR query expression and based on count throw an error

Its contact not account by mistake I wrote it.
And yes I have registered the plugin.
