I am creating a custom model driven app.
When a user creates an account record, I want to ensure that the user is forced to create a contact at the same time. What is the best practice for this?

There are two options here:
1.Use power automate or on-demand workflow to automatically create contacts when a new account is created,
and populate the contact information with account information.

2.Using the business rule,
when the account name is populated, the primary contact is set as a required field.

Are you talking about the primary contact of the account or a sub-contact?
For the primary contact, you only need to make the field mandatory in fields customization.
