V9 multiselect option sets not working

I have a DEV and UAT environments, both are identical version 9.0.28.1 on-premise.   I am using multiselect option sets in a form.  It works in DEV where I can see the dropdown list to select the items.  But in UAT it does not show the dropdown, it's only showing the field name.  Does anyone know what the issue might be, is there a setting I need to enable?

    I found the setting that prevented the multiselect dropdown from showing in the form.    The legacy rendering setting have to be No.
