In what window do you go to set up the list of users who approve the creation of vendors?

Approval users or workflow users. Other thing is you can direct it to one specific user.

Hi Josh:

I have users set up to approve purchase orders and purchase invoices in the Approval User Setup page.

How can I use this page to determine who approves the creation of vendors? Or, is this something done instead within the Workflow Users Group page? And, if so, how?

Hi Josh:

I followed this and it got me on track. But, I was still able to create a vendor without being warned about needing approval.

Is that the way that it works?

That is the lame part of this feature. You have to hit the send approval button but nothing makes you. Typically something I would use power automate for instead or modify business central to have the approval sent after inserting or modifying data
