Offline mode for Mobile Configuration

I have a new Dynamics 365 CRM Environment.  I have followed these instructions

I have two errors.  On the mobile devices the Offline Status Work in offline mode selection button is greyed out.

When I attempt to publish a Mobile Offline Profile I get this error
