i want to know the procedures of code upgrade in step by step process i need to upgrade 2009-2017 please give any suggestions.

you need to take the base 2009 objects
customized 2009 objects
standard 2017 objects
you need to use any tools like araxis/beyond compare to compare 3 files
move your customizations to nav2017 base file.
this is manual merge process.
There's no a single suggestion. Code upgrade is not an automatic process because involved also migrating customizations. You need to check your modified NAV objects and then perform a merge. Migration from 2009 to 2017 in a single step is not easy, some tables are change (like dimensions).
My suggestion (this is what personally I do in these cases) is to start from NAV 2017 and them port here the customizations you have in NAV 2009.
