Is it possible to create tier 3 for UAT? if it is possible then ,What procedures must be followed in order to establish Tier 3 in LCS in F&O?

Purchase it as an Add-on environment from your CSP, providing them your tenant and LCS project ID.

If will appear on your LCS Project page as available almost immediately, it can then be configured/deployed.

you need to approach and purchase it from CSP. Once the instance is purchased then you will be able to deploy.
