SharePoint Installation on Windows Server 2016 - missing file from workaround

When trying to install SharePoint Foundation 2013 on Windows server 2016, there is a Microsoft article describing the work around. However the file referenced to download is not present and I need to make work. Does anyone have this file?

    Nigel,

    As per this post, it could be possible -

    progviking.com/.../

    It might be an easier option to spin up a server with Server 2012 or Server 2012 R2 as the OS.
