I am trying to create a sandbox environment for the v22 preview, but it is not available for US. It is available for every other country. Does anyone have any information on why that is? When it will be available? Where to find documentation on why it is not available and when it will be?

I have personally created sandbox for the US version of the preview so that should work fine.
Maybe it is a temporary problem and maybe you should just try again?
If not, contact your partner so they can open a support case with Microsoft.
